The bills advance the cause of human rights in Ethiopia by tying the U.S. foreign aid to democratic reforms in Ethiopia. They provide technical assistance to reform the electoral process. They support the development of an independent judiciary and the growth of independent and private journalism. They demand the release of all remaining political prisoners arrested in 2005.
H.R.2003, the Ethiopia Democracy and Accountability Act of 2007, was introduced by Chairman Donald Payne of the Subcommittee on Africa.
H.R.2228, the Ethiopia Freedom, Democracy, and Human Rights Advancement Act of 2007, was introduced by Congressman Chris Smith.
